The Serpentine road to Lovćen National Park has 25 hairpin bends with sheer drops. The road to Cetinje through the mountains is one of Europe's most dramatic — and most intimidating for visitors.

Perast is a baroque jewel — take the boat to Our Lady of the Rocks, a tiny island church built on sunken stones (every July, locals still throw rocks into the sea to maintain it). Risan has Roman-era floor mosaics. Herceg Novi has a fortress, a botanical garden, and excellent seafood restaurants on the Savina monastery waterfront. Return via the upper road for panoramic bay views.
The Serpentine road from Kotor to Lovćen is 25 hairpin bends climbing 1,000 metres in 9km — dramatic doesn't begin to describe it. At the summit, Njegoš Mausoleum sits at 1,657m with views stretching to Italy on clear days. Descend to Cetinje, Montenegro's old royal capital, with palaces, monasteries, and the museum housing a relic claimed to be the right hand of John the Baptist. Return via the Budva road for a completely different landscape.
Head south along the coast to the Budva Riviera. Stop at Porto Montenegro in Tivat (superyacht marina with good cafés), then Budva's tiny old town on its peninsula. The iconic viewpoint of Sveti Stefan — the island hotel connected by a causeway — is one of the most photographed spots in the Mediterranean. Continue to Petrovac for a quieter beach and Roman-era mosaics. Return via the Tivat tunnel.
Cross into Croatia for a day exploring Dubrovnik. Your driver handles the border (15–30 minutes on a normal day) and drops you at Pile Gate. Walk the walls, explore the old town, have lunch on a terrace, then head back via Cavtat — a pretty harbour town that's basically Dubrovnik without the crowds.
