Albania's capital has transformed in the last decade, but ground transport outside Tirana remains challenging. There's no railway network to speak of, intercity buses are informal (often unmarked minibuses departing "when full"), and road signage outside the main highways is inconsistent. Google Maps in Albania can suggest routes that turn out to be gravel tracks through mountain villages.
A private transfer from Tirana opens up the country properly. The new A2 highway south to Fier is excellent, but from there to the coast or UNESCO sites you're on mountain roads that benefit from a local driver's knowledge. The Llogara Pass to the Riviera (1,027m elevation) is spectacular but has hairpin bends that make most first-time visitors nervous.
