Pickup anywhere in Kotor. The bay road heads north along the waterfront through Dobrota, with the fortifications above you for the first few minutes.
A single street of baroque stone houses on the water, facing the two islets of Our Lady of the Rocks and St George. The taxi-boat out to the church takes about fifteen minutes each way if you want to make a proper stop of it.
The oldest settlement on the bay, with Roman mosaics, and then the Verige strait — the point where the bay pinches to a few hundred metres and the Venetians strung a chain across to close it.

Book Herceg Novi → Kotor →Kotor to Herceg Novi runs thirty kilometres along the shore of Boka Kotorska, from the head of the bay out to its mouth. The drive takes around forty-five minutes and stays at sea level the whole way, which makes it one of the easier transfers in the country and by some distance the most scenic.
The road passes through Perast, Risan and the Verige narrows, where the bay closes to a few hundred metres between two headlands. This is the point the Venetians could chain shut, and it is the reason Boka was defensible at all. On the far side the bay widens again towards Herceg Novi and the open Adriatic.
Perast is the obvious stop. It is a single waterfront street of seventeenth-century stone houses looking out at two islets: St George, which is natural, and Our Lady of the Rocks, which is artificial and was built up by sailors dropping stones over two centuries. Boats run out to the church from the quay.
Herceg Novi is stacked up a hillside in terraces, with the Kanli Kula fortress above the Old Town and Forte Mare on the water. The Savina Monastery sits in cypress above the eastern edge of town and Igalo, immediately west, is the old spa quarter. Because of the gradient, a street address is worth more than a district name when we plan the drop-off.
