Just 93 km, one border crossing at Debeli Brijeg, and around two hours on a coastal road that locals consider among the most dramatic in Europe. The drive wraps around Boka Kotorska — the Bay of Kotor — a fjord-like inlet UNESCO lists among the world’s most beautiful bays. Most bookings split roughly 50/50 between one-way transfers (travellers continuing south to Budva, Tivat Airport, or Albania) and round-trip day visits from Dubrovnik.
The drive starts along the Adriatic Highway (D8) heading south from Dubrovnik, passing Cavtat (a quiet fishing town 20 minutes out) and Dubrovnik Airport (DBV). At Gruda you reach the border crossing at Karasovići (Croatia) / Debeli Brijeg (Montenegro) — our drivers prefer this quieter crossing to the newer coastal Konfin. After the border the road drops into Boka Kotorska via Herceg Novi, then runs around the bay along its eastern shore, past Kanli Kula fortress, the Roman mosaics at Risan, and the baroque village of Perast. The final stretch hugs the cliffs under Lovćen mountain before opening onto Kotor’s walled Old Town at the bay’s innermost point.
Two stops are almost always worth adding. Herceg Novi, 20 minutes past the border, has a compact walled old town with the hilltop Kanli Kula (Ottoman-Venetian fortress) — 30 minutes covers it. Perast, 12 km before Kotor, is a 17th-century Venetian seafarers’ town with the famous Gospa od škrpjela (Our Lady of the Rocks) man-made island church just offshore. Short boat shuttles from the Perast waterfront cost €5–7 per person and take 25 minutes round trip — almost every day-trip booking we run includes a Perast stop. Some guests add Njeguši village 20 minutes inland on the Lovćen road: the birthplace of Montenegro’s ruling Petrović dynasty and Montenegro’s most famous pršut (prosciutto) and smoked cheese production.
Boka Kotorska is best in shoulder season — late May to mid-June and September to early October. Temperatures mild, swimming possible, no cruise-ship crowds. Kotor’s Old Town fills with cruise passengers between 9:00 and 17:00 in peak summer when ships dock at the port; for July–August we recommend an early pickup (7:00 AM) or late afternoon visit. Border queues at Karasovići can hit 30–60 minutes on summer Saturdays — the inland route via Njeguši adds time but often beats the queue. Winter is quiet and pleasant — Mediterranean climate, most restaurants stay open, and you have the bay largely to yourself.
Kotor’s Old Town is fully walled and pedestrian — our driver drops you at the Sea Gate (main entrance) on the waterfront. The UNESCO-listed Stari Grad holds the Cathedral of Saint Tryphon (1166, one of the oldest Catholic cathedrals on the Adriatic), the Maritime Museum in the old palace, and three smaller Orthodox churches. The signature experience is the San Giovanni fortress hike: roughly 1,350 steps up the mountain behind the Old Town for what many consider the best view in Montenegro. Budget 2 hours for a casual walk, 4–5 hours if you add the fortress climb. For onward travel: Budva is 22 km south (25 min), Tivat Airport (TIV) 9 km west (15 min), Podgorica 90 km east (1h 30m).
There’s no direct bus between Dubrovnik and Kotor — you have to change in Herceg Novi, a 3.5–4 hour trip with irregular connections and both borders on your own. Organised day tours from Dubrovnik cost €40–70 per person but run on a fixed schedule and rarely give Perast the time it deserves. Rental cars carry the €50–80/day cross-border insurance surcharge and require you to handle the border paperwork yourself. A private transfer is usually cheaper than bus-change + taxi combinations, delivers you door-to-door, and lets you stop at Perast and Njeguši at your pace. Many guests book one-way on arrival in Dubrovnik and stay 2–3 nights in Kotor before continuing south to Budva or Albania.
