The 176 km route runs south out of Croatia, crosses into Montenegro at Debeli Brijeg, skirts the Bay of Kotor and the coast to Ulcinj, then crosses into Albania at Muriqan and finishes in Shkodër. Two borders, roughly four and a quarter hours, one comfortable car.
Because the route passes through both Croatia and Montenegro before reaching Albania, it crosses two frontiers — noticeably more than a Kotor-origin trip. That is normal here; the driver carries the vehicle paperwork for both and you stay in the car. Shkodër is the gateway to Theth, Valbonë and the Koman ferry, so ask us to quote the onward leg if the Alps are your real destination.

Two — Croatia into Montenegro at Debeli Brijeg, then Montenegro into Albania at Sukobin–Muriqan. This is one more border than a Kotor→Shkodër trip, which is why the times differ.
